The National Institute of Information and Communications Technology (NICT, President: Dr. Masao Sakauchi) and the Deutsches Zentrum für Luft- und Raumfahrt (DLR, Chairman of the Executive Board: Prof. Dr. Johann-Dietrich Wörner) have signed an agreement providing an international cooperation framework in the field of information and communication technology, especially space laser communications, at the NICT headquarters in Tokyo on April 16, 2014.

Based on this agreement, NICT and DLR study the implementation of a new space collaborative experiment for low earth orbit (LEO) to ground laser communication links in the space laser communication field. We also promote collaboration effectively and cooperate in all areas of common interests in the field of information and communication technologies.
